Because carbon is not a semiconductor and size of nitrogen is very small as compared to size of silicon or germanium (remeber doped impurity must go and sit at a latice point in the crystal structure of semiconductor). Moreover it will be difficult for nitrogen to give its electron due to its high electronegativity.
